Press and Registration of Periodicals Act (PRP Act), 2023

Understanding the Significance of PRP Act, 2023

The process of registration of newspapers and periodicals in India now falls under the Press and Registration of Periodicals Act, 2023 (PRP Act, 2023) and its regulations. This law has recently come into effect.

Key Points about the PRP Act, 2023

The Press and Registration of Periodicals Act, 2023 replaces the Press and Registration of Books Act of 1867, which belonged to the colonial era.

The Press Registrar General of India (PRGI) (formerly the Registrar of Newspapers for India – RNBI) will now enforce the provisions of this new legislation.

It provides an online system for the registration of newspapers and other periodicals in the country.

This new system simplifies the existing complex processes that required approval at various stages and levels, causing unnecessary inconvenience to publishers.

The Information and Broadcasting Ministry has launched an online portal for the Press Registrar General, called the Press Service Portal (presssewa.prgi.gov.in), where various mandatory applications under the new law can be submitted.

All applications, such as for information by authorized printers, application for registration of foreign editions, application by publishers for obtaining registration certificates, application for modification of registration certificates, application for transfer of ownership of newspapers, submission of annual statement by publishers, and desk audit process for verification of circulation, will be done online through the Press Service Portal.

Accordingly, publishers publishing periodicals are required to register their titles before publication.

It’s noteworthy that the PRP Act exempts books and periodicals from the requirement of registration, which was mandatory under the old PRB Act. This law focuses only on periodicals, defined as publications published and printed at regular intervals with public news or comments, excluding scientific, technical, and educational books or periodicals.
